France Advances Toward E-Invoicing Mandate with Updated Technical and Format Specifications 


France has taken two significant steps toward its national e-invoicing and e-reporting reform, reinforcing the country’s transition to a fully digitized fiscal environment. These updates are vital for businesses preparing their systems to comply with the upcoming phased rollout. 

 

  1. AFNOR Releases Updated Technical Specifications


On May 13, 2025, the Association Française de Normalisation (AFNOR) published an updated version of the technical specifications required under France’s e-invoicing and e-reporting mandate. These specifications outline the syntax, semantic structure, and data formats businesses must adopt to remain compliant. 


Key highlights: 


  • All in-scope businesses must ensure that ERP systems generate structured invoice and report data in the approved format 

  • The specifications align with Chorus Pro and certified partner platforms 

  • Early implementation is recommended to reduce compliance risk ahead of the rollout

  1. France Updates National E-Invoicing Format: Factur-X v1.07 


On May 7, 2025, the Le Forum National de la Facture Électronique et des Marchés Publics Électroniques (FNFE-MPE) announced the release of Factur-X version 1.07—the latest edition of France’s hybrid e-invoicing format. 


Updates include: 


  • Revised Code Lists to align with EU EN16931 standards 

  • Editorial and schematron corrections 

  • Updated document codes to support seamless integration into national e-invoicing frameworks 


Factur-X serves as a hybrid format, embedding structured XML data within a human-readable PDF, allowing compatibility with both digital processing systems and manual review workflows.

  2. September 1, 2026: Initial phase begins for large enterprises 

  3. September 1, 2027: Full-scale implementation across remaining entities
