What’s Happening in Latvia?
Latvia is introducing mandatory e-invoicing in two phases:

From January 1, 2025: All invoices to public sector institutions must be electronic.

From January 1, 2026: All B2B transactions involving VAT-registered businesses must use structured e-invoices.
Invoices must follow the EN 16931 standard, be submitted in XML format, and comply with the Peppol BIS Billing 3.0 specification. From 2026, all invoice data must also be reported to the State Revenue Service (VID/SRS) in real time.
