Already Invoicing the Public Sector (B2G)? 

Then you're already using Chorus Pro — but that’s just part of the puzzle. 

Today 

Chorus Pro for B2G only 

Standalone B2G system 

Starting 2026+ 

Chorus Pro becomes PPF (central data hub) 

​Integrated with the broader B2B network 

You'll still use Chorus Pro for B2G invoices, but for B2B transactions, you'll need a certified PDP connection. Melasoft supports both B2G and B2B flows seamlessly.

Who’s in Scope? 

If you're VAT-registered in France you're included. 

In Scope: 

  • Domestic B2B invoices 

  • Cross-border transactions (e-reporting only) 

  • B2C sales (e-reporting only) 

Out of Scope: 

  • VAT-exempt sectors (e.g., healthcare, education) 

  • Non-invoiced B2C transactions (e.g., retail cash sales) 

  • Micro-entrepreneurs below the VAT threshold (unless opted in) 

Accepted Invoice Formats 

All e-invoices must be issued in one of the following structured formats: 

  • Factur-X (hybrid: PDF + XML) 

  • UBL (Universal Business Language) 

  • CII (Cross Industry Invoice) 

Simple PDFs will no longer be accepted.

How Will E-Invoices Be Exchanged? 

France uses a 5-Corner Model — meaning every invoice must pass through certified, traceable channels. 

  1. The Invoice Flow: 

  2. Your system (ERP, accounting, etc.) 

  3. Your certified PDP (Partner Dematerialization Platform) 

  4. Buyer’s PDP 

  5. Buyer’s system 

  6. DGFiP (Tax Authority) via the PPF (Public Invoicing Portal)
     

You can no longer email PDFs or send paper invoices — everything must flow through this infrastructure.
