Spain's push toward mandatory e-invoicing is driven by three core objectives:

The Legal Foundation: Crea y Crece Law 

Spain's e-invoicing obligation is anchored in Law 18/2022, commonly known as the Crea y Crece (Create and Grow) Law, published in September 2022. This legislation established the legal framework for mandatory B2B e-invoicing and set out its primary goals: 

  • Reducing administrative burdens on businesses

  • Ensuring greater financial transparency, especially for smaller enterprises

Important note: As of early 2026, the Spanish government has not yet published final confirmed dates. Technical specifications and platform certification processes are still being finalized. However, given the scale of preparation required — especially for ERP and billing system upgrades — businesses are strongly advised to begin their readiness assessments now. 

 

How Will E-Invoicing Work in Practice? 

Spain is expected to adopt a hybrid decentralized model, drawing on lessons from Italy's SDI system and France's PDP/PPF framework. The process will work as follows: 


1. Structured Invoice Formats 

All invoices must be issued in an approved XML-based format. Accepted standards include: 

  • FacturaE - Spain's existing national e-invoice standard 

  • UBL (Universal Business Language) 

  • CII (Cross Industry Invoice) 

  • EDIFACT 

Traditional PDF invoices and paper documents will no longer satisfy legal invoicing obligations for B2B transactions. 


2. Mandatory Digital Signature 

Every e-invoice must carry a qualified digital signature to verify the identity of the issuer and guarantee the document has not been altered after signing. 


3. Transmission via Certified Platforms 

Invoices must be sent through either: 

  • The FACe government platform (already used for public sector invoicing), or 

  • A certified private service provider authorized by Spanish authorities 


4. Real-Time or Near-Real-Time Delivery 

E-invoices must reach both the recipient and the AEAT (Spanish Tax Agency) in real time or near real time. This creates an automatic, tamper-proof audit trail for every transaction. 


5. Buyer Acknowledgment 

Recipients will be required to formally acknowledge receipt of invoices within a defined timeframe. This acknowledgment forms part of the legal record and supports payment enforcement mechanisms. 

 

E-Invoicing and VAT Reporting: How Do They Connect? 

Spain's e-invoicing mandate does not exist in isolation. It is tightly integrated with the country's broader digital reporting reform, which aims to modernize and eventually replace the current Immediate Supply of Information (SII) system.

  • Automatic submission of invoice data to the AEAT in real time, reducing the need for separate VAT filings
