Serbia: Comprehensive Updates to E-Invoicing Rulebook and SEF System Effective September 1, 2024
Serbia is implementing significant updates to its e-invoicing system, with amendments to the e-invoicing rulebook and a new SEF system update (version 3.9) scheduled to take effect on September 1, 2024. 1. Key Amendments to the E-Invoicing Rulebook
The Ministry of Finance published amendments in the official gazette no. 65/2024 on August 2, 2024. These amendments will generally apply as of September 1, 2024, focusing primarily on electronic recording of input VAT for tax periods starting on or after that date.

Defining the status of entities and tax periods.
Updated tax categories.
Separate invoicing requirements for building supplies.
Enhanced processes for electronically logging input VAT.
Revised information requirements for input VAT records.
Automated data entry procedures.
New deadlines for recording VAT and input VAT electronically.
Mandatory attachment of delivery notes to e-invoices.
2. SEF System Update 3.9 Now Available on DEMO Environment
SEF system version 3.9 has been released on the DEMO environment in line with the regulatory changes. This update introduces new features aimed at supporting the recent rulebook amendments.
