Croatia Is Going Fully Digital — Are You Ready?


On February 27, 2025, Croatia announced a major step toward tax digitalization by expanding fiscalization and introducing mandatory B2B e-invoicing.

This means all businesses must prepare for real-time electronic invoicing and digital reporting to the Tax Administration — including non-cash transactions and industries previously exempt.


Rollout Timeline:

  •  Sep 1 – Dec 31, 2025: Voluntary testing phase

  • Jan 1, 2026: Mandatory e-invoicing for VAT-registered businesses

  • Jan 1, 2027: Full adoption for all businesses


What Will Change?

  • Real-time invoice submission & reporting

  • Only structured e-invoices will be accepted

  • Paper invoices will be eliminated

  • Businesses must upgrade invoicing systems for full compliance
