Croatia’s Ministry of Finance Tax Administration is implementing the new goods and services classification KPD 2025 for the electronic invoice system (eRačun). The new system provides international standards-compliant data collection and reporting capabilities in preparation for 2025.
Croatia’s electronic invoicing infrastructure is undergoing significant modernization. The Tax Administration has launched the KPD 2025 (Klasifikacija proizvoda i djelatnosti – Classification of Products and Activities) standard to be used within the eRačun system.
KPD 2025 Classification System
KPD 2025 is a medium-level product and statistical standard used for international data exchange. The system is designed to comply with the EU’s CPA 2.2 (Statistical Classification of Products by Activity, Version 2.2) standard.

Digital Infrastructure Integration
The new classification system is accessible through the KLASUS application. Users can search classification codes by name and code, with catalog and classification marker viewing capabilities available.
The system contributes to collecting international trade data in standard format while meeting fiscal reporting requirements. Technical support is available via KPD@dzs.hr email address.
The implementation represents Croatia’s commitment to aligning its digital tax infrastructure with European standards while enhancing the functionality and usability of its electronic invoicing system for businesses and tax authorities.
