Moldova Moves Toward E-Invoicing and Virtual Cash Register Reform
On May 16, 2025, the Moldovan government proposed new legislation to legalize and regulate the use of virtual cash registers and electronic receipts, aiming to reduce compliance costs and expand digital adoption, especially for SMEs.
The law would allow businesses to issue e-receipts via mobile or desktop apps, with delivery by email or SMS, while still supporting optional printed formats. The primary scope is B2C transactions, which are already subject to fiscalization through real-time certified reporting devices.
Status:Â Awaiting parliamentary approval
E-invoicing remains voluntary across B2B, B2C, and B2G sectors. However, digital invoices with valid electronic signatures are legally accepted, and integration with ERP systems is growing.
