Important Update for Romania: E-Transport and E-VAT Sanctions Postponed to January 2025
Mandatory B2C e-invoicing in Romania starting from January 2025
The Government of Romania has approved a new regulation from the Ministry of Finance introducing updates to the e-Transport, e-VAT, and e-invoice systems. The Ministry of Finance has postponed sanctions for e-Transport and e-VAT until January 1, 2025. Additionally, using e-invoice for B2C transactions will become mandatory starting January 1, 2025.
These changes were made after consultations with key business organizations, including the Confederation of Employers Concordia, Romanian Business Leaders, AmCham Romania, the Organization of Employers of Hotels and Restaurants in Romania, and the Foreign Investors Forum.
Key Updates:
1. E-Transport and E-VAT:
Sanctions for e-Transport and e-VAT are postponed to January 1, 2025.
E-Invoice for B2C transactions becomes mandatory on January 1, 2025.
2. E-VAT System:
Deadline for justifying VAT differences extended to six months until January 1, 2025.
Verification period for pre-filled VAT statements extended from five to 20 days.
Supporting notes for VAT statements are repealed.
E-VAT Committee established to monitor and improve the RO-eTVA system.
Compliance notices will not affect fiscal risk indicators until January 1, 2025.
Fines system revised based on categories of taxable persons.
3. E-Invoice System:
Cultural institutes/centers from other states and their suppliers/providers have until July 1, 2025, to adopt RO e-Invoice due to technical restrictions.
