Romania’s National Agency for Fiscal Administration (ANAF) has prepared a new draft order to update tax registration forms for taxpayers and VAT registration/deregistration forms. The draft dated September 2, 2025, aims to modify two existing orders.
Significant updates are being made to Romania’s tax registration system. The draft order prepared by the ANAF President aims to modernize forms regulating taxpayer registration processes.
Which Regulations Are Being Updated?
The draft order modifies two fundamental regulations:
OpANAF nr.1699/2021: The existing regulation regarding approval of tax registration forms for taxpayers and types of fiscal obligations that form the fiscal vector is being updated.
OpANAF nr.631/2016: The regulation concerning approval of the model and content of VAT registration/deregistration forms is being renewed.
Modernization Objective
These updates aim to make Romania’s tax registration system more contemporary and user-friendly. The draft order focuses on simplifying registration processes for fiscal taxpayers and improving VAT registration procedures.
Following final approval of the draft, taxpayers and VAT-covered persons will be required to use the new form models and updated procedures.
The initiative represents Romania’s ongoing effort to streamline its tax administration processes and enhance the user experience for businesses and individuals interacting with the fiscal system.
