Germany Consolidates E-Invoice Portals: ZRE Closing, OZG-RE Becomes Single Platform

Germany’s Federal Ministry of the Interior and Community (BMI) and Federal Ministry of Finance (BMF) decided on November 19, 2024, to begin consolidating federal e-invoice portals. The ZRE platform will be discontinued in Q4 2025, with all operations moving to OZG-RE.

Germany’s electronic invoice system for public administration is undergoing a fundamental transformation. Following the decision made by the Federal Ministry of the Interior and Community (BMI) and the Federal Ministry of Finance (BMF) on November 19, 2024, the two separate federal invoice submission portals, ZRE and OZG-RE, are being consolidated under a single platform.

Consolidation Process Successfully Completed

First phase results: The pilot phase conducted in spring 2025 and the first wave of transitions have been successfully completed. Currently, over 60% of ZRE’s invoice volume (based on 2024 invoice receipts) is being reliably processed through OZG-RE.

Technical invoice recipients in the direct federal administration are now required to connect directly to OZG-RE. Relevant authorities were informed of this change in early 2025, and the migration is taking place in two waves.

Final Transition Date: September 19, 2025

Critical date: The deadline for the second and final wave of changeover from the ZRE productive environment to the OZG-RE productive environment has been set for September 19, 2025. After this date, ZRE will no longer be available.

Suppliers will be informed by their contracting authorities and will receive all necessary information and details required for future invoice submissions. Suppliers can already register on the OZG-RE portal at any time.

One Portal, Same Services

The goal of consolidation is to provide a unified access point for submitting electronic invoices to the federal administration, reducing complexity and effort for suppliers. OZG-RE offers efficient services such as login via the ELSTER company account and supports all transmission channels including web submission, upload, and Peppol.

The consolidation represents Germany’s commitment to streamlining its digital infrastructure while maintaining the same level of service quality for businesses interacting with federal authorities.
